The Classified PPC of the POCAHONTAS SCHOOL DISTRICT discussed a proposal to use remaining Elementary and Secondary School Emergency Relief (ESSER) funds to offer a one-time recruitment and retention bonus of $1,400 to staff who hold a valid contract by an upcoming cutoff date.
The chair told members the district must obligate the ESSER money by Sept. 30 and that the district has already used funds this summer for HVAC replacements and to purchase a new bus. “We have enough that we could provide … $1,400 to any staff member who has a valid contract as of … I believe is September 10th,” the chair said, presenting the idea for committee consideration.
Why it matters: obligating federal relief funds before the federal deadline affects spending choices for facilities and staffing. The chair said the proposed bonus would be the same amount for certified and classified employees and is intended to help fill multiple openings including food-service and bus-driver positions.
Committee members probed logistics and risks. The chair and members noted fingerprinting and background checks can delay hiring beyond two weeks, which may limit hires before the proposed cutoff. Members also raised the risk that a candidate could accept the signing bonus and then leave shortly afterward; the chair described that possibility as an individual ethical decision and framed some turnover as an unavoidable risk the district must accept.
On procedure: the chair said the Classified PPC must allow a 10-day review period before the committee can make a formal recommendation; members discussed whether that window makes the effective cutoff Sept. 9 or Sept. 10 and whether a short recorded meeting or Zoom session would suffice to complete the committee’s required action. The chair said the board has already been informed of the proposal, but no committee vote was taken at this meeting.
Next steps: committee members have 10 days to consider the proposal and consult with the constituencies they represent. If the Classified PPC votes to recommend the bonus, the recommendation will be forwarded to the district board for final approval.
