The East Haddam Inland Wetlands and Watercourses Commission on Tuesday accepted the withdrawal of a prominent mixed‑use permit application, approved routine minutes and an invoice, and scheduled field inspections and a hearing on multiple residential and accessory‑structure permits.
The action came at a regularly scheduled meeting June 16. The panel appointed Commissioner Tony Mine to serve as a voting member for the evening because another commissioner was absent, then approved the May 19, 2026 minutes and voted to pay an invoice of $339.65 to Milone & MacBroom Associates for stormwater‑related review work.
The commission accepted a written request from Robert Kasner — representing Kasner Realty LLC and the Four Corners Village proposal — to withdraw IWWC application 26‑02 for Commerce Drive while additional environmental review is completed. "We requested to be withdrawn from consideration from the commission at this time. We will refile after we have completed the environmental review," the letter said, signed by Robert Kasner. Commissioners discussed that soil scientist testing and waste/disposal details are still outstanding and noted that review fees may be adjusted later if outside technical review is required under state statute.
Commissioners then moved through several property items: they scheduled a field walk and deferred IWWC 26‑04 (East Shore Drive) for James Foley, who proposes a 264‑square‑foot shed located about 60 feet from Lake Hayward; the panel also set a field walk for IWWC 26‑05 (15 Connecticut River Road), an elevated deck for William McHenry and Kimberly Edwards; scheduled inspection of IWWC 26‑06 (3 Connecticut River Road), a screen porch built without prior permits for Michelle Severance; and scheduled a hearing for IWWC 26‑07 (7 Connecticut River Road), where Kip Kohler proposes two accessory structures in floodplain soils.
The commission recorded those site‑visit and hearing schedules so members can review on‑site conditions and any required variance needs — for example, staff noted Foley will also have to seek a Zoning Board of Appeals variance because the lot lacks a primary structure.
