Hancock County highway committee approves claims, seeks $1.27M for Connable Road local share

Dennis Castlebury, chair of the Hancock County Highway, Road and Bridge Committee, called the meeting to order at 8:30 a.m. on May 28 at the county courthouse in Carthage.
Elgin Berry, Hancock County county engineer, told the committee that the dump truck that had been rear-ended has been repaired by Knapheide and that Country Financial issued a settlement check for $17,325 that includes a brand-new salt spreader. Berry said the release for the settlement needs to be signed and will be sent to the state's attorney for approval before anyone signs the release.
Berry also reported on federal grant activity for Connable Road. He said the application sent to Washington, D.C., was not selected by the Transportation Subcommittee of the House Appropriations Committee. To address the required 20% local match, Berry said he submitted an application for TARP on May 19, 2026, requesting $1,272,000; he estimated that, if funding is secured, work on the project could begin as early as 2028.
The committee briefly discussed cellular billing. Berry said Emergency Services and Disaster Agency (ESDA) and the highway department have been alternating payments; committee member Mark Menn said the county's IT program intends to consolidate iPads and phones onto a single plan eventually.
On routine business, Tom Rodgers moved to approve the claims and Wayne Bollin seconded. A roll call vote was taken with all members present (Dennis Castlebury, Tom Rodgers, Mark Hanson, Wayne Bollin and Mark Menn) voting "yes," and the motion carried.
Wayne Bollin moved to recess the committee until June 29 at 8:30 a.m.; Mark Hanson seconded. All members present voted aye. The meeting adjourned at 9:00 a.m.
