Cortland to propose raising sewer rate to $20; residents press drainage fixes and utility superintendent retained

The Village of Cortland board on Nov. 13 directed staff to draft an ordinance to raise monthly sewer service from $12.00 (established April 2014) to $20.00, following a rate review by Randy of the Nebraska Rural Water Association recommending the increase to maintain sewer operations and lagoons. The board voted to present the ordinance at the December meeting with an effective date of Jan. 1, 2025.

During public comment residents raised ongoing drainage problems: Cristi Grusing said a culvert and dirt work at 725 Washington made driveway access difficult and left standing water, and resident Nate Murray recounted a multi-year issue of standing water undermining his driveway at 455 W. 7th Street and provided a history of communications with the village. The board asked Birkett to have Garrett from Midwest Dirt inspect the areas and propose a drainage plan.

Utility Superintendent Christopher Briggs reported maintenance needs including roof/attic leaks, nonworking tornado shelter lights, failing water meter antennas, and lead-survey work for approximately 70 pre-1985 houses. In closed session the board evaluated Briggs’ six-month performance, acknowledged his communications and licensing-related pay increases, set a $500 review threshold for purchases, and voted unanimously to retain Briggs as a full-time employee with benefits; regular evaluations will occur each July.

The board’s motion to draft a sewer-rate ordinance and the personnel motion to retain Briggs passed on unanimous roll-call votes.
