Warren Local board approves 2025–26 budget, establishes capital projects fund and OKs vendor, insurance contracts

The Warren Local Board of Education approved a slate of fiscal actions on June 26, including the district’s FY2025 final estimated resources, FY2026 appropriations, vendor contracts and the establishment of a Capital Projects Fund with an initial $1,120,000 transfer from the General Fund.
The measures, moved and seconded across several resolutions, included payment of May bills totaling $2,898,835.53; acceptance of a Then-and-Now invoice for Hopewell Health Centers for $13,500 for case management services; and vendor bid awards to Nichols Bakery (bread), United Dairy (dairy) and Gordon Foods (food/non-food). The board also approved insurance placements (Ohio School Plan for liability/auto/property and TMHCC for cyber coverage) and continuing disclosure services with Bricker Graydon at $2,000 per year. A motion to enter an IGS Energy natural gas supply contract was approved with a proposed price of $4.49 per burner-tip Mcf for the August 2025–July 2027 period.
Why it matters: establishing a Capital Projects Fund (USAS 070) creates a dedicated account the district may use for future building improvements and bus purchases. The board directed an initial transfer of $1,120,000 to that fund and authorized the Treasurer to fund the account over time by transfers from the General Fund and other sources.
The board also approved a $250,000 transfer from the General Fund (001) to the Severance Fund (035) and authorized accounting/review services with the Auditor of State, Local Government Services, at $80 per hour, not to exceed an anticipated total of $18,400 for SSARS review services.

The Capital Projects Fund (070) was shown with an intended accumulation target of $1,120,000; if no contract for projects is entered within ten years, the resolution directs the Treasurer to return monies to originating funds.
