A special meeting of the Pacific Grove Unified School District Board of Education heard public comments urging the board to honor commitments in a Class and Comp agreement and to set a modest baseline for pay increases after reclassification.
A CSEA representative speaking on behalf of the California School Employees Association said the Class and Comp Study "was signed by both negotiation teams on April 9th, 2025," and asked the district to provide accurate, fund-specific numbers rather than combining figures to present larger totals. The representative also told the board that job descriptions for classified staff had not been updated "since 2006," and that honoring the agreement would allow employee pay and job descriptions to be brought up to date.
Greg Kelly, vice president of local CSEA Chapter 229, detailed the union's fallback position in negotiations: while classification work and new ranges are largely complete and the parties have a proposed retroactive effective date of July 1, 2025, the parties disagree on how to set employees' new pay within those ranges. "Our proposal...is that it would be a minimum of 5% increase from where they currently are," Kelly said, describing that ask as "quite modest" compared with the cost of making employees fully whole under their new ranges. He contrasted that position with what he described as the district's consistent proposal to apply changes on a dollar-for-dollar basis.
The board did not respond to the public comments during the meeting; the chair reminded attendees that the board cannot engage while public comment is being taken. The board then adjourned to closed session for negotiations and personnel matters.
After closed session the board reported that "information was received and direction was given" regarding negotiations with CSEA for 2025–26, and that information was received concerning the personnel matter under Government Code section 54957(b). The board noted its next regular meeting is scheduled for June 18, 2026, and adjourned.
The public comments on the Class and Comp item centered on three specific points: the April 9, 2025 signing of the agreement, the union's request for a 5% minimum baseline for implementing new salary ranges (as opposed to a dollar-for-dollar placement), and calls from CSEA for clearer and timelier financial data to build trust in negotiations.
