Russellville council approves downtown streetscape changes, EMS monitors, EV chargers and new turf for soccer park

On Sept. 18 the Russellville City Council approved a set of finance and procurement measures covering downtown streetscape revisions, emergency medical equipment, downtown parking‑lot lighting and EV chargers and replacement turf at the Russellville soccer park.
The finance committee, represented by Councilmember Chris Keller, presented the items as consent or routine resolutions. The council approved an amendment to the downtown streetscape agreement with Blackstone Construction LLC to expand traffic and pedestrian-safety work and add drainage improvements. Keller said the change would modify the construction manager agreement to “improve traffic and pedestrian safety” and expand the project in a limited scope.
Council also approved measures to equip the Russellville Fire Department’s fire‑based EMS with five cardiac monitors/defibrillators (a procurement for which the council waived formal bidding requirements and authorized appropriations from the Russellville EMS services fund). The council approved the appropriation authorizing purchase of those monitors; the transcript records the motion and voice approval.
Separately the council accepted a bid and authorized a contract to install parking‑lot lights and EV chargers in the downtown lot between Commerce and Arkansas avenues and appropriated funds from the economic development capital fund. The council also approved a contract through a cooperative purchasing source (Omnia Partners) to replace turf at the Russellville soccer park; the transcript shows an appropriation of $355,800 for that turf.
Other consent items passed during the same sequence included: an extension of the lawn‑care contract for Oakland Cemetery with After Hours Lawn Care Incorporated (calendar years 2026–27), authorization to purchase site improvements at 2011 West Parkway Drive (a bill of sale), and several smaller appropriations for routine airport, sidewalk and station parking repairs. The council approved an appropriation of $10,000 from the general-fund carryover to cover demolition at 215 East Circle Drive.
Most finance items were presented together and carried by voice vote or roll call where indicated in the meeting packet. The council did not pause on the items for extended debate; Mr. Keller presented them as committee recommendations and members voiced approval.
What’s next: Contracts and purchase orders proceed to execution by the mayor and the city clerk/treasurer as authorized. Project schedules and vendor contracts cited in the council packet will determine the next public updates on construction and installations.
