Union City Council removes lien, approves canoe/kayak launch contract and seven Renaissance grants

Union City Borough Council unanimously approved several routine actions at its Aug. 27 meeting, including removal of a municipal lien on a Landbank-donated property, awarding a contract to install a canoe/kayak launch at the American Legion ball field, and approving seven Renaissance grant applications.
The meeting record shows Councilor Kerns moved and Councilor Steadman seconded a motion to remove the Borough’s lien against 121 East High Street for the full amount, approximately $2,690; the motion carried unanimously. Borough Manager Cindy Wells had reported the property was donated to the Erie County Landbank and the Landbank requested the lien be removed.
Council also reviewed quotes for a canoe/kayak launch at the American Legion ball field. Because the project cost was under the $23,200 bidding threshold, Council considered two written quotes: Blum Property Services, LLC ($18,541.50) and Construction Services of PA ($16,679.00). Councilor Osborn moved and Councilor Kerns seconded a motion to accept the $16,679.00 quote from Construction Services of PA, contingent on obtaining an easement from the American Legion; the motion passed unanimously.
On grant awards, Manager Wells reported seven Renaissance grant applications were received, with combined project costs of $60,606 and requests totaling $23,600. She said $90,547.35 remained available in the Renaissance grant fund and recommended approval because the property improvements would help reduce blight. Councilor Steadman moved and Councilor Osborn seconded approval of the seven recommended grants; the motion carried unanimously.
Council also passed a resolution accepting the Erie Area Council of Government (EACOG) audit as presented. The motion to accept the audit report was moved by Councilor Osborn and seconded by Councilor Steadman and carried unanimously.
The meeting record shows all motions recorded above passed without recorded opposition. Council adjourned at 6:19 p.m.
