Manitowoc council approves zoning amendment and official map vacation with no public opposition

The Mantowoc Common Council unanimously approved two land-use items that city staff and the plan commission had recommended: a rezoning of property west of Martin Street and south of Mary Street from C1 commercial to a combination of R4 single-/two-family residential and B1 office-residential, and an official map vacation west of Virginia Drive and Joseph Road to allow two cul‑de‑sacs in place of a previously mapped circular drive.
Planning staff told the council the subject property has historically been a "hodgepodge of buildings" and that the current owner has cleaned the site. Staff said the owner’s stated goal is to build several homes or duplexes on most of the property while retaining an existing office use on a portion of the parcel; staff characterized the proposal as consistent with the comprehensive plan’s mixed‑use guidance and recommended approval. The plan commission also recommended approval unanimously.
On the official map vacation, staff noted wetlands and other constraints that make the originally mapped circular drive impractical; necessary deeds to create two cul‑de‑sacs have been secured, staff said. No members of the public signed up to comment on either public hearing and both hearings were closed with no public testimony in opposition.
Council approved the zoning map amendment (Document 544; parcel 382013010) and the official map ordinance (Document 543) by unanimous vote. Council members indicated the items will return to staff for implementation steps such as recording deeds and updating official maps and plat records.
Next steps: City staff will finalize deeds and administrative steps to implement the map vacation and zoning change; building or subdivision proposals that rely on the new zoning will follow the city’s normal permit processes.
