Troy resident urges council to align kennel definition with state law after zoning complaint

Troy — During public comment at the June 15 council meeting, resident Kylie Dancliffe of 774 Windsor asked the City of Troy to revise its local definition for “kennel” or domesticated-animal limits to align with Ohio Revised Code 955.02 and to ensure fair, transparent enforcement.
Dancliffe said she has five dogs, all fixed, vaccinated and microchipped, and that she has licensed them annually with the county shelter since 2021. She told council that zoning staff informed her she was in violation of a local code that defines a kennel or limits domesticated animals to a smaller number and that zoning had suggested the cited code is unlikely to be changed. Dancliffe said animal-control officers visited her property and found no signs of neglect, and she asked the council to (1) bring the local definitions into conformity with state law, (2) publicize the local limit in the city’s new-resident packet and elsewhere, and (3) direct zoning to exercise complaint-driven enforcement with case-by-case review rather than immediate removal orders.
Council members present asked questions about notification and enforcement practices and agreed the city should improve public communication about animal-related codes; staff indicated zoning and animal-control procedures will be reviewed and that more public outreach may be appropriate.
