Mike Ball asked how EDA members are selected; a staff speaker explained applicants fill out an application and a committee conducts interviews before recommending appointments to the council. Ball said he believed the EDA president had characterized parts of the city as a "ghetto," criticized perceived favoritism for Section 8 housing and questioned whether EDA leadership should be able to influence property conditions. He also said his water bill rose about $11 over the previous year and asked how residents can address such cost increases.
Tina Kerl said anonymous code complaints feel like a tool for targeting and asked the council to consider changing the complaint process so complainants must identify themselves so respondents can know who filed complaints. Staff and councilmembers discussed trade-offs between anonymous complaints and accountability and said they would consider the point.
Staff did not propose an immediate code-change ordinance; staff said they would take the comments under advisement and follow up as appropriate after internal review.
