The St. Francis City Council held the first reading of Ordinance 358, an amendment to City Code Chapter 6, Section 5 (business regulation and gambling), and voted to advance the ordinance with an effective date of August 1.
City staff explained the amendment removes language that required a contribution toward the city fund and that renumbering would follow the removal. Staff asked the council whether they preferred the ordinance to become effective earlier (August 1) or later (January 1); staff said accounting and reporting requirements would remain the same as long as funds were held in the affected account.
Councilmember Farness moved approval of the first reading; Councilman Robinson seconded. The council voted by roll call. Mayor Vogel and the councilmembers present voted aye and the motion passed. City staff said this was the first reading (Ordinance 358) and noted the ordinance itself becomes effective July 17 unless otherwise directed; the amendment will take effect on the council’s chosen date, August 1.
Because this action was a first reading, the ordinance will return for any required subsequent readings or administrative steps under city code before final adoption.
