City staff said this was the first reading (Ordinance 358) and noted the ordinance itself becomes effective July 17 unless otherwise directed; the amendment will take effect on the council’s chosen date, August 1.
Because this action was a first reading, the ordinance will return for any required subsequent readings or administrative steps under city code before final adoption.
