Union City OKs $22,295 sinkhole repair, catch basin easement and a series of municipal motions

Union City Borough Council on Aug. 13 approved a series of infrastructure and administrative motions, the most significant of which was a $22,295 contract to repair a sinkhole at Municipal Lot #1.
Streets Supervisor Bob Phillips reported that a sinkhole at Municipal Lot #1 resulted from failure of a 24‑inch clay tile and recommended replacing the tile, reconnecting the pipes feeding the sinkhole, installing a larger catch basin and replacing approximately 10 feet of pipe. The borough presented two contractor estimates: Mansfield at $22,295 and McLallen Construction at $23,450. Both bids required the borough to supply a truck during the project. Councilor Steadman moved to have Mansfield perform the work; Councilor Osborn seconded the motion, which passed unanimously.
Council also approved a retroactive easement with property owner Anthony Hickey at 104 East High Street so the borough and PennDOT catch basins will function together. The approved agreement requires the property owner to dig and maintain a ditch and install a connecting pipe; the borough accepted responsibility for the two basins and roughly 60 feet of connecting pipe. That motion carried unanimously.
Other motions approved unanimously included:
• Approving the 2025 Minimum Municipal Obligation for non‑uniform pensions at $48,029 (police pension MMO: $0).
• Approving a subdivision that consolidates portions of 92 West High Street into 88 and 90 West High Street after Erie County Planning sign‑off.
• Retroactive approval to purchase a small parcel from the owner of 8 South Street for $500 to expand Municipal Lot #3 property for a planned gazebo (survey and solicitor paperwork pending).
• Approving an easement with the American Legion to install and maintain a kayak/canoe launch at the ball field on French Creek; the launch will be installed with funds from the PA Fish and Boat Commission and the PA Environmental Council.
Borough Manager Cindy Wells also reported ongoing sidewalk work tied to TA set‑aside funding and noted an upcoming Erie County Planning event, the Devereaux Day kickoff for park and trail improvements on Sept. 13. The council agreed to change its regular meeting schedule to the first and third Mondays of each month at 6:30 P.M. from September through April 2025; the next meeting is Aug. 27, 2024 and, because of Labor Day, the September meeting will be Sept. 16, 2024.
All motions noted above passed unanimously during the meeting; the session adjourned at 7:06 P.M., followed by an executive session on personnel and contract matters with no action taken.
