The Marriott‑Slaterville Planning Commission unanimously approved site plans for the Riverview East commercial development covering Lots 2, 3 and 4 and approved Lot 5 only for phase 1, with the commission allowing deferrals for installation of the secondary irrigation system and certain fencing details.
Planner (speaker 1) told the commission the applications for Lots 2–4 are complete and that Taylor West Weaver Water will provide culinary water to this south‑of‑river subdivision, while Central Weaver Sewer has approved sewer capacity. The planner also said an updated geotechnical report from several years ago remains valid for the project.
Commissioners pressed the applicant on floodplain status and infrastructure timing. Chair (speaker 2) asked whether Lot 2 lies in the floodplain after the packet suggested it did; the planner said Lot 2 is not in the floodplain but that a portion of Lot 5 is. Committee member (speaker 3) queried a sewer‑district letter that stated its capacity assessment is "valid for 3 years," and the planner clarified that the three‑year clock runs from the letter’s issue date (April 22) and that the district could reassess service if the project is not started in that window.
The commission discussed irrigation plans at length. The planner said secondary irrigation for the entire development will initially be supplied by on‑site wells and a temporary pumping arrangement; the permanent plan calls for a pond fed from the wells. "They're working on a temporary solution right now," the planner said, and staff is drafting a deferral agreement that specifies what must be installed up front and what can be deferred until later phases.
Questions about exterior materials and landscaping were resolved with staff confirmation that the proposed elevations meet the city’s architectural and landscaping standards, including xeriscaping and dark‑sky lighting requirements. Commissioners also asked about dumpster enclosures for Lot 3; the planner and developer confirmed the dumpsters will be enclosed and meet the approval standards.
Developer Steve Reeves, identified in the meeting as "Steve Reeves with Riverview East" (speaker 10), told the commission he has letters of intent from prospective tenants and is ready to begin once approvals are final. "We purchased this from the previous owner and we've been trying to do it as quickly as possible," Reeves said.
Committee member (speaker 3) moved to approve Lot 2 with standard compliance conditions and a deferral of the secondary water system; the motion was seconded by the chair and passed unanimously. Identical motions and unanimous approvals followed for Lots 3 and 4. For Lot 5, commissioners authorized approval for phase 1 only — the portion outside the FEMA floodplain — while phase 2, which falls in the floodplain, will return for approval after FEMA review.
The commission’s approvals include requirements that developers comply with staff and affected‑entity requirements, the city engineer, public‑works standards, LID stormwater regulations, the municipal code and dark‑sky lighting standards. The deferral agreements will specify which irrigation and fencing elements must be installed immediately and which may be postponed until later submissions.
The commission’s actions allow the developer to proceed with site improvements for the approved lots, subject to the listed conditions and future inspections or submittals required under the deferral agreements.
