Kossuth County approves WECS construction permit and repower for Lakota Wind Farm with conditions

The Kossuth County Board of Supervisors voted unanimously on June 9, 2026, to approve Resolution #06-09-26-01, granting a Wind Energy Conversion System (WECS) construction permit and authorization to repower the Lakota Wind Farm. The approval was contingent on several conditions specified in the resolution.
Ryan Craig, president and CEO of Iowa Lakes Electric Cooperative, addressed the board in support of the application. The minutes state the county Board of Adjustment had already approved the setback variances requested for the permit.
The resolution lists three conditions the county requires before on-site construction or hauling begins: execution of a Road Use and Repair Agreement with Kossuth County; execution of a Public Drainage System Protection Agreement with the Trustees of Drainage District No. 80; and provision by the permit holder of cash, an irrevocable letter of credit, or a performance bond at least equal to the estimated net removal/restoration costs in the Decommissioning Plan prior to completion of repower-related construction. The board also consented to assignment of the project to Lakota Wind LLC provided the transfer occurs within 12 months of the resolution date.
The roll call approving the resolution was unanimous. The resolution states the permit and transfer consent are subject to the listed agreements and financial assurances, which must be executed before construction activities begin.
