Council briefed on four-year on-call engineering roster to speed project delivery

City engineer Emile Schmidt outlined the request for qualifications RFQPW26-02 for on-call engineering services at the June 15 work session. The program would establish a pre-approved list of consultants for general civil engineering, surveying and geotechnical services on four-year terms to allow staff to issue task orders without returning to council for each small contract.
Schmidt explained the selection process (statements of qualifications reviewed by a staff panel and ranked) and said the roster will be recommended for approval on the consent agenda so design work can start quickly. He and council discussed the rationale for using consultants: specialized staff and federal-funding requirements create a need for outside firms that can move projects through design and compliance more quickly than the existing in-house staff capacity.
Schmidt said the city has increasingly used on-call consultants over the past five years and that staff anticipates continuing that practice while evaluating long-term staffing needs.
