Council asked whether such consultants substitute for hiring additional in‑house staff; Schmidt said the city lacks some niche specialties and the throughput to justify hiring all needed technical expertise in‑house at this time.
Staff requested council authorization to return the qualified list for approval on the July 7 consent agenda; no vote was taken at the work session.
