Board approves Vector contract renewal at reduced fee amid debate on landing-fee policy

The Park County Airport Board voted Sept. 22 to renew its contract with Vector, the airport's landing-fee collection contractor, at a reduced fee-share of 20% effective Jan. 1. The board discussed regional comparables, usage data and price elasticity before approving the renewal.

Staff presented data showing a national trend toward lowering the weight threshold for fee categories (for example, from about 12,500 pounds toward 9,000 pounds at some comparable airports) and compared regional rates. Members debated several approaches including maintaining the existing schedule, adopting seasonal pricing, and offering usage discounts for frequent users. Vector offered to reduce its share of collected fees from 22% to 20% if the contract were renewed; the board accepted that offer and approved the renewal by voice vote.

Board members also discussed emerging legislation that would limit airports'ability to collect fees tied to ADS-B or similar tracking data. Several members described the potential loss of landing-fee revenue as a risk to airport self-sufficiency and urged a proactive response. The board voted to send a formal letter, using a sample provided by the contractor, to the congressional delegation opposing legislation that would curtail airports'fee authority; staff said they will ask the county commission to send a similar message.

Members requested additional data for future meetings to better analyze demand elasticity and to model revenue under alternative fee structures; staff and board members agreed to schedule a dedicated agenda item to revisit the fee schedule before the contract's January effective date.

The board recorded a motion to renew the Vector contract at the reduced 20% fee share and to pursue a letter to the congressional delegation opposing the proposed bill; both motions passed on voice votes.
