The Russellville City finance committee on Nov. 10 recommended that the full council approve a resolution to increase the city's monthly contributions to employee health savings accounts to $200 for employees on individual plans and $380 for employees on family plans.
A presenter identified in the transcript as the Mayor explained the city's insurance options — a $500 deductible plan, a $1,200 deductible plan and a $2,500 deductible plan paired with an HSA — and said shifting eligible employees toward the HSA-linked plan would both reduce premiums for the city and place funds into employees’ HSA accounts. "By moving that to an HSA, we can actually save $60 and we put actually $200 a month into their HSA, which is paying $2,400 of their $2,500 deductible," the Mayor said, noting uptake is voluntary and may not benefit employees with high prescription costs.
Committee members expressed support for the approach as a response to rising premiums and noted the change would not increase city costs compared with current premiums. The committee moved and seconded the resolution and forwarded it to the full council with a recommendation of approval. Committee members directed staff to include plan and enrollment details in the full council packet and to report back after open enrollment with participation numbers.
