Council creates citizen legislative advisory committee to coordinate state advocacy

Horseshoe Bay council approved a citizen-led Legislative Advisory Committee (up to seven residents plus a council liaison) to monitor state and federal legislation, translate impacts for residents, and help mobilize community advocacy ahead of the 2027 legislative session.
The City Council approved a charter establishing a Legislative Advisory Committee to help the city track and respond to state and federal legislation that could affect land use, utilities, public safety and local finance.
Staff described the committee’s role as monitoring pending legislation, translating technical proposals into plain language for residents, prioritizing issues by local impact and recommending citizen advocacy strategies. The charter permits up to seven citizen members appointed by the council, plus a council liaison and a staff liaison; council will appoint the chair. Preference is given to applicants with law, public policy, government affairs or related experience and to graduates of the city’s citizen academy.
Supporters said grassroots mobilization has proved effective at the state level and noted peer cities have used similar models to gain access and influence with legislators. The city will solicit applications and vet candidates with the intent to have the committee convene well before the 2027 legislative session.
