He said the team reviewed written policies and procedures, calls for service data from 2022–24, a sample of written reports, security equipment repairs, multi‑agency response protocols, training materials, and conducted on‑site observations and stakeholder interviews.
Espinosa summarized the findings: 45% of recommendations were clerical or nomenclature updates to the district's Emergency Operations Plan (EOP); 24% were procedural recommendations (local training, inter‑agency communications and safety protocols); 20% reflected improvements constrained by the district's financial resources; and 5% were policy recommendations. He emphasized the team made no findings that indicated an immediate safety or security risk to students or staff.
"At no time were there any findings pertaining to the safety and security risk pertaining to our kids and our staff members," Chief Espinosa told trustees. Board members commended staff and noted the district's preparedness work and facilities in good shape while acknowledging items remain to improve.
What happens next: Administration will review the COPS report recommendations, prioritize clerical and procedural updates to the EOP, and schedule further work on training and resource items as funding allows.
