North Branford — The council voted to postpone consideration of a proposed fixed‑assessment agreement for Central Plaza after questions from multiple councilors about tax revenue impacts, leases and how the town would recoup long‑term benefits.
Staff said the new owners asked the town to stabilize assessments for up to 10 years to allow them to invest in deferred maintenance including roof replacement and other code repairs. The Economic Development Commission recommended a phased approach with lower assessed values in earlier years and higher values later to provide the owner breathing room to rehabilitate the plaza.
Several council members said they needed an analysis from the town assessor showing current assessed value, the effect on town tax receipts over the proposed 10‑year term (the EDC recommendation would reduce assessed value in early periods), and how tenant rents and lease structures factor into cash flow. Counselors also noted that some existing leases — including long‑term corporate leases — limit the new owner’s ability to raise rents immediately.
Councilor Mace moved and the council voted to postpone consideration to the July 2026 meeting and requested that the assessor and town manager provide a full fiscal analysis and clear documentation of proposed assessment figures. The motion passed (one opposed, one abstention).
