CCRPC committee recommends Board approve FY22 mid‑year UPWP adjustment that funds equity hire

At its Jan. 5 meeting, the Chittenden County Regional Planning Commission Executive Committee reviewed and recommended the Board approve a proposed FY22 mid‑year UPWP adjustment and budget. Executive Director Charlie Baker said ACCD revenue lines were updated to reflect actual receipts and new funding for Regional Planning and Energy Implementation has been included. He noted some staff hours will be limited this year, which may make it difficult to fully draw down available funds in some project lines.
Charlie said the proposed mid‑year adjustments include several project additions carried over from FY21, a new WQ‑Stormwater project, a Healthy Community Design project, and an Equity project in partnership with the City of Burlington; CCRPC will also act as fiscal sponsor for a Vermont Racial Justice Alliance grant from the Department of Health. Charlie said the mid‑year budget was adjusted to reflect creating a new equity staff position and an additional business office position.
Forest Cohen reported that municipal match funds have been drawn down more than in recent years and expressed concern about reduced flexible funding. Charlie said indirect costs are about 1% higher than the approved rate but overall the outlook improved after expense fine‑tuning. Mike O’Brien moved, seconded by Jacki Murphy, to recommend the Board approve the proposed mid‑year adjustment for the FY22 UPWP and budget; the motion carried unanimously.
The committee’s recommendation will go to the full Board for action; the FY23 UPWP application deadline was also noted for Jan. 21, 2022.
