CCRPC Executive Committee reviews Act 250 and Section 248 filings tied to JAM Golf in South Burlington

At the July 6, 2022 meeting of the Chittenden County Regional Planning Commission Executive Committee, Executive Director Charlie Baker briefed members on Act 250 and Section 248 filings related to JAM Golf, LLC’s South Burlington project and said "at this time, there is nothing for the Executive Committee to do."
Baker told members that CCRPC staff had provided the filing materials in the meeting packet to keep the committee informed, that the commission has engaged an attorney to review the correspondence, and that the commission might be drawn into an appeal process if the dispute over interpretation of the 2018 Chittenden County ECOS Plan moves in that direction.
Mike O’Brien, the committee’s immediate past chair, said zoning decisions ultimately fall to municipal zoning rules rather than CCRPC policy and suggested that point be added explicitly to CCRPC’s Act 250/Section 248 letters. Baker and members discussed that clarification and noted that CCRPC’s role is advisory on regional planning matters but could become involved procedurally if appealed.
The packet materials and the correspondence about the JAM Golf filings will be provided to the full CCRPC Board at its July 16 meeting so board members have the same background information. The committee did not take formal action on the filings during the executive session; staff will continue to consult counsel and report back if further action is required.
