City Attorney Crenna Brumwell advised that the council could use a subcommittee to review proposals if desired but that a special meeting would allow the full council to consider responses and possible actions. The RFP schedule discussed in the meeting sets July 1 for release, a July 15 deadline for posting answers to questions, and a July 22 deadline at 5 p.m. for proposal submissions. Staff listed an aspirational agenda item for a professional services agreement on Aug. 3 but said the firm-selection window extends through August.
Councilmembers debated process options — full-council special meeting, work session, or a subcommittee — and agreed to schedule a special meeting in August to ensure sufficient time for review and transparent public discussion. Council also discussed using a scoring rubric to rank proposals and to ensure responsive proposals are flagged by staff for the council’s consideration.
