Council advances 2026 street program contract with Strawser Paving

Canal Winchester City Council voted to move an ordinance authorizing the mayor to contract with Strawser Paving Company for the 2026 street program to the full council for final consideration.
"This is our annual street maintenance program," said Sims, explaining the contract includes the city’s sidewalk program and that Strawser Construction was the low bidder among three. Sims said two of three contract alternates were included in the ordinance and that overall bids were “a pretty good distance under our engineer’s estimate,” leaving room in the budget to add work as opportunities arise.
Chair Richard Moore asked whether the alternates represented the administration’s wish list; Sims said the alternates were pre-identified items that fit naturally into this year’s program and were selected because of favorable pricing. Finance staff noted the budgeted street program figure was approximately $1.5 million and that the bid results left the city under that budget, though some funds are already earmarked for related contracts such as crack filling and pavement rejuvenation.
A procedural motion to move ORD-26-004 to the full Council passed 6–0, with Will Bennett making the motion and Laurie Amick seconding.
The ordinance will return to a future meeting for a formal vote and contract authorization; staff emphasized the bid savings provide flexibility to add work or to contribute to an interjurisdictional resurfacing partnership on Lithopolis–Winchester Road.
