Park County commissioners approve maintenance truck purchase, bulk-water transfer and several routine actions

Park County commissioners on Oct. 7 approved a series of routine but practical items including a $194,000 maintenance truck for public works, a resolution to transfer the county bulk‑water station to the city of Livingston, a staff promotion with a pay adjustment, and two airport actions recommended by the airport board.

The most prominent action was approval of a contract to purchase a heavy‑duty F‑600 maintenance truck after the county received a single bid of $194,000. Matt, public works, said the purchase will be paid from FEMA alternate‑project funds the commission approved earlier this year and argued buying capital equipment is often more efficient than using federal project dollars for on‑the‑ground work because the latter can trigger extensive environmental and historic‑preservation requirements.

“Using these alternate‑project funds to buy equipment where we’re competitive, and then we can use our own funds for work on the ground…get a lot more bang for our buck,” Matt said.

Resident Sabina Strauss Gardner questioned whether the county could afford insurance, maintenance and fuel for a new truck. The chair replied the county plans to drop an older work truck from county insurance, place the new vehicle under warranty for three to four years and shift budget lines (including overtime) to cover an estimated $2,500 annual cost.

The commission then approved a resolution of intent to transfer the county’s bulk‑water fill station to the city of Livingston. Commissioners said the station had been funded with ARPA dollars, which prevents a sale, but allows the county to transfer ownership. Morgan (Fair and Parks) said relocating the station next to the transfer station will give residents easier 24/7 access, reduce wear on the fairgrounds parking lot and eliminate ongoing meter and service fees the county currently covers.

Sabina asked whether the bulk fill water is the same source used by RV campers; commissioners clarified the bulk‑fill system is a different water source from the fairgrounds’ city water.

On personnel, the commission approved promoting an equipment operator (identified in the record as Derek) to district leadman with a $1.40 hourly pay adjustment, effective per a letter submitted with an effective date of Oct. 29. Matt cited the employee’s Class A commercial driver’s license and expanded responsibilities managing the Gardner District; commissioners discussed budget offsets and noted overtime reductions and other line items could cover the modest ongoing cost.

Airport staff Erica reported the airport board recommended an aviation lease for Spot 12 after a hangar purchase by Derek Springer. The board also recommended a change form with Vector, the airport’s collections vendor, to reduce Vector’s fee from 22% to 20% beginning Jan. 1, 2026, which Erica said will allow the airport to retain more landing fee revenue. Both measures were approved by voice vote.

Commissioners also approved minutes for Sept. 23 and Sept. 30, 2025, heard department updates (including detention‑officer longevity adjustments, return of leased graders, progress on Old Yellowstone Trail South gravel work, and a December museum exhibit), and discussed pursuing grant funding for bridge and road projects.
