Canal Winchester Landmarks Commission approves three applications, tables gazebo plan for more detail

The Canal Winchester Landmarks Commission on Feb. 23 approved three certificate-of-appropriateness applications and tabled one pending additional documentation.
Staff presented CA-26-00003, a request for a hanging wall sign at 60 East Waterlue Street measuring 31 inches by 22 inches. The applicant, who did not give a name on the record, told commissioners the size was benchmarked to a neighboring sign and said an A-frame on the sidewalk would be used for additional visibility. Commissioners asked about materials; staff (Andrew) confirmed the sign would be solid aluminum rather than an aluminum composite. Roger White moved to approve the application; the commission voted unanimously in favor.
The commission also approved CA-26-00005, an application to install an 8-by-12 garden shed and a new picket fence at 40 East Waterlue Street. Applicant Mr. Kulk confirmed the submitted plan is drawn to scale with one-foot grid increments, discussed option for a solid parking surface (concrete or asphalt), and said the shed would have a standing-seam roof and painted exterior. Commissioners raised standard questions about lighting and door placement but offered no objections; the application passed by roll call vote.
For CA-26-00006, a request to add seamless half-round aluminum gutters to the front porch of 121 East Waterlue Street, commissioners discussed attachment details and color. They approved the gutters with a condition that the half-rounds be white to match existing trim and downspouts.
The commission tabled CA-26-00004, a larger proposal at 116 East Columbus Street that would replace rear hardscape with a stamped patio roughly 28 by 40 feet and add a 16-by-26-foot gazebo. Commissioners and staff raised concerns about the accuracy of the submitted site drawing, the relationship of the gazebo footprint to an existing screened porch and a second-story deck, and the need to maintain at least a 10-foot clearance from the house (and verification of the actual dimensions). The board asked the applicant to provide an updated, to-scale site survey, clearer rear-yard photos and a revised plan showing the stamped/unstamped concrete break; the applicant was given until March 9 to resubmit. A motion to table carried by roll call.
The meeting also included routine business: excusal of Whit Wardell and a note that the zoning code update steering committee plans to meet the week of March 16 to work on Oldtown boundary and district drafts. The meeting adjourned at 7:55 p.m.
