Council authorizes steps toward property acquisitions for 58th Street repairs under bond program

The City Council adopted a resolution of necessity to begin acquiring permanent right-of-way and temporary construction easements needed for bond-funded street repairs on 58th Street (Measure 20-351).
City surveyor Jeremy Shear outlined the acquisition effort to date: "We have 112 property files, 98 appraisals, 98 offers, and we have closed 65 of those so far," he said. Shear explained that the night’s action covers 15 properties and that most of the acquisitions for this project are temporary construction easements.
Councilors asked staff whether property owners have pushed back and staff clarified that the resolution authorizes the statutorily required steps; filings in circuit court to pursue condemnation would only follow if negotiations fail. "We will do all of the steps leading up to filing a condemnation action in order to try to negotiate something and we would come back to council with a refined resolution or an update if we couldn't work something out," staff said.
The council approved the resolution under the authority cited in the motion (ORS 35.600–35.625). The motion passed unanimously on a 6–0 roll call vote.
