Council approves three-party urban services agreement with SUB and Rainbow Water District

Council adopted a resolution authorizing an updated urban services agreement among the City of Springfield, the Springfield Utility Board and Rainbow Water District to coordinate water service transitions in parts of the urban growth boundary; vote was 6–0.
City staff presented and the council adopted a three-party urban services agreement among the City of Springfield, the Springfield Utility Board (SUB) and Rainbow Water District to guide water service provision and transitions in parts of the urban growth boundary.
Christina Kra (city staff) told the council Oregon planning law requires cooperative planning agreements and urban services agreements when special service providers serve areas inside the urban growth boundary. She explained the 1990s-era agreements are more than 30 years old and the new agreement updates how the city, SUB and Rainbow will coordinate long-range planning and the operational transition of service when annexations or development occur. "SUB and Rainbow have put in a lot of good work to re-envision how they will work together for the next 20 years," she said.
Staff said the agreement covers areas where Rainbow is the water provider (northern parts of the city such as Hayden Bridge and Gateway). Council moved and adopted the resolution authorizing the urban services agreement; roll call recorded six yeses and zero nos.
