Springfield council adopts FY 2026–27 budget, approves supplemental adjustments and state revenue certification

The Springfield City Council voted unanimously to adopt the fiscal year 2026–27 budget and approved related supplemental appropriations and eligibility actions at its May meeting.

Finance Director Nathan Bell presented the budget recommended to the council by the budget committee. Deputy Finance Director Jessica Mummy summarized the related hearings and eligibility steps for state shared revenues, explaining the city meets the services and procedural requirements under Oregon Revised Statutes 221.760 and 221.770. "Oregon state law provides that cities located within counties with populations of 100,000 or more must provide enumerated municipal services and perform additional actions to be eligible," Mummy said.

The council also adopted Supplemental Budget No. 3, which adjusts resources and requirements across numerous funds. Mummy highlighted that the police department received 2025 Justice Assistance Grant funding to support the digital forensics unit and a private grant to support future Shop with a Cop events, that the public works operations facility needs emergency building repairs, and that higher-than-anticipated ambulance transport revenues are offsetting increased fire department operating costs.

Councilor Padress acknowledged strong public response to proposed library reductions and asked the council to revisit those reductions in the fall, using data and broader community input to identify core priorities. "While I support this budget, I would like us to revisit the library discussion in the fall," Padress said.

Roll call votes were recorded for the state revenue certification, Supplemental Budget No. 3, and the FY 2026–27 adoption; each motion passed on a 6–0 vote.
