Finance committee approves Salem Lakes contract amendment, airport right-of-entry and Brightonale Park easement

The Kenosha County Finance & Administration Committee on April 16 approved three separate planning and public-works items addressing intergovernmental services, airport safety access and a utility easement in a county park.
Planning staff presented a resolution to continue professional services with the village of Salem Lakes for permitting, building inspection, zoning and shoreland/floodplain administration through December 2026. Staff noted a typographical error in the draft resolution and recommended amending a figure on page two from $28,000 to $30,000; the committee approved the amendment and then approved the amended resolution.
Separately, the committee authorized a temporary right-of-entry agreement with Camp Lake Airport LLC to allow airport operators to access county-owned parcels adjacent to the runway for vegetation management — trimming, pruning and brush removal to protect aircraft safety. Staff emphasized the agreement grants only temporary access and does not create an easement or transfer ownership; airport operators must coordinate any work that affects other private property and demonstrate the flight-safety justification before specific trimming or removal occurs.
Finally, the committee approved a gas-valve assembly easement on roughly 2 acres of Brightonale Park for construction of a Rochester lateral pipeline valve assembly. The county will receive a one-time payment of $14,650, which staff said will be directed to the Brightonale Playground Project. Staff said the easement would not transfer ownership and that compensation was supported by an independent appraisal and negotiation.
Committee members asked staff about cost recovery, how building-permit fees were recorded in the 2026 budget and whether tree removal would be required at the Brightonale site. Staff answered that permit fees and contract charges are recorded under other professional services in the county budget and that only limited excavation and a protective fence for the valve assembly site were anticipated.
Ending: The three resolutions passed by voice vote; staff will distribute finalized documents and work with the village and airport as required to complete agreements.
