Food bank addition plan tabled; commissioners request setbacks, parking and stormwater details

The Salem Township Planning Commission voted Nov. 6 to table the Westmoreland County Food Bank’s proposed building addition and related parking revisions for parcel 57-12-00-0-087 until the applicant provides more detailed plan information.
Surveyor Dan Irvin presented the proposed addition. Commissioners required a revised site plan showing a 15‑foot side and rear yard setback, a 30‑foot front building setback off Devonshire Road and Cloverleaf Drive, and removal of topographic contours for clarity. The commission asked the applicant to identify the access from Cloverleaf Drive, show dimensions and areas for the existing building and proposed addition, and provide a detailed off‑street parking and loading layout (space sizes, row widths and internal circulation). The plan also needs a note addressing a shed that currently encroaches onto an adjacent Rimco property; the minutes require a clarifying note stating the township’s approval does not authorize the encroachment and that it is a private matter for property owners to resolve.
Commissioners also required the owner’s adoption language and various township, county and recorder certifications be corrected on the title sheet, and they reiterated the need for stormwater management and erosion/sedimentation (NPDES) approvals. The motion to table was moved by Paul Holleran and seconded by Chair Connie Mattei and passed by majority vote.
