Sykes described possible sanctions if council adopts a broader code: written reprimand, public censure by council vote, removal from committee assignments, and fines for select violations. She also noted that other Colorado municipalities take different approaches: Colorado Springs operates an independent ethics commission and Boulder uses the city attorney for investigations; Fort Collins uses a small review board. Sykes said the city attorney's office can gather comparable codes and suggested council form a stakeholder group (including council, mayoral staff, HR and community members) to draft a revision that fits Pueblo’s resources.
Council discussion was broadly supportive of revisiting the code but raised resource and process questions. Several councilors favored an independent or third‑party review to avoid perceived conflicts when council must act on complaints about itself. Council asked Sykes to circulate sample codes (Colorado Springs, Boulder, Fort Collins) and suggested returning to a future work session with a proposed timeline and draft language.
