City approves fee changes for parks, cemetery and applies CPI adjustment to school impact fee

At its May 26 meeting the Enumclaw City Council approved Resolution 1879, which updates multiple fee schedules for city services and confirms an automatic CPI-based adjustment to the school impact fee.
Parks and Recreation Director Alina Hibbs (speaker 10) explained the parks proposals: offering a two-day-a-week swim-team option for participants who need a lower-cost alternative to the existing three-day EELS program; staff recommended the change to provide a more affordable option while noting registrants would still take part in the same number of swim meets. Hibbs also presented proposed changes to cemetery pricing — reflecting decreased inventory in some mausoleum sections and operational and maintenance cost pressures — and described how alcove niches were being repriced while sold-out facing sections were removed from the schedule.
City staff member Chris (speaker 14) explained that the fee resolution also includes a 3.1% adjustment to the school impact fee, implemented April 1 under the city’s CPI formula for the Seattle–Tacoma–Bellevue area; he said the resolution aligns the paperwork with the permits already using the adjusted rate and that staff will evaluate the school district’s capital facilities plan later this summer before any deviation from the formula is recommended.
Council moved to adopt the fee-resolution amendment; the motion passed on voice vote. As part of the consent agenda the council also accepted the Don Higdon Construction Gammon Street stormwater conveyance replacement project.
