At its meeting, the Lincoln Town Council considered a slate of motions and votes that ranged from adopting state-mandated ordinance updates to approving municipal contracts and grants.
Housing ordinances: The council adopted two state-related updates intended to accelerate housing development. By roll call, the council approved HP1224/LD1829 and HP1461/LD2173 (votes recorded as 5-0), measures the council said will align local ordinance language with new state law provisions that take effect in July 2026 and later.
Code enforcement fees: After a public hearing and minor wording corrections, the council approved updates to code enforcement permit fees, including changes to plumbing and fixture fee minimums; the motion passed 5-0.
Appointments and routine approvals: Council reappointed planning-board members (Joshua Gray, Kyle Oliver, Amy Montroy, Thomas Kates) and approved a temporary ATV access route through December 1, 2027 (5-0). The council also approved closing the town office on July 17, 2026, for Boomfest support, and reauthorized its warrants and disbursements policy that allows the council chair or vice-chair to sign payroll/disbursement warrants (motion passed 5-0).
Purchases and contracts: The council approved up to $14,000 from the FY2026 police budget to buy and install four in-car dashboard camera systems for cruisers (5-0). The proposed contract with Waste Disposal Management for transfer-station hauling drew questions about termination language and flexibility; councilors voted to table that item to obtain clarifications and legal review.
Grants and EMS agreements: The council accepted airport grant awards for design and permitting related to a hangar/taxi-lane project (amounts were discussed as maximums of roughly $94,216 and $24,250 for design/permitting phases) and approved ambulance protection agreements covering July 1, 2026–June 30, 2027; councilors discussed per-capita negotiation points and reimbursement for calls before approving the agreements.
Tablings: The council tabled an accounting/audit-readiness proposal from Barry Dunn pending further review and also tabled the waste-hauling contract to resolve termination and term-length questions.
Next steps: Several items were referred for staff follow-up, including more detailed contract language for the waste-hauling item, audit status and documentation for FY2022–2025 and additional budget detail requested by the council.
