Council approves zoning changes, development proposals and personnel ordinances in unanimous votes

At a special meeting on June 16, Thorn City Council approved multiple second‑reading ordinances that had previously been reviewed in planning and zoning and at caucus sessions. Each motion passed on a 5–0 roll call vote.
Ordinance 012‑2026 authorized a change of concept development plan for approximately 2.53 acres at 7544 Burlington Pike (Bluegrass Backyard Recreations) to permit outdoor furniture, sheds, playsets and similar outdoor merchandise.
Ordinance 013‑2026 approved a change of concept plan for roughly 7.5 acres at 7911 and 7915 US 42 (a Drury project) to increase an intensity bonus for a previously approved hotel and create two outlots for future development.
Ordinance 014‑2026 cleared a change of concept development plan for about 3.9 acres along Cavalry Drive to allow construction of an approximately 33,000 ft² Planet Fitness health club.
Council also passed Ordinance 072026 to amend job descriptions, authorized positions and the pay plan (including a 2.4%–4% cost‑of‑living adjustment and targeted step/pay adjustments), and Ordinance 018‑2026 updating the personnel policy manual to align with federal and state law and modernize administrative practices.
All ordinances were made available for public inspection at the city clerk’s office in the Florence Government Center.
