Papovich accepted the honor and thanked the mayor and council, his wife Debbie, his band’s music director Dave Weber and band president Jackie Crabtree, and his former instructor Dr. David Davenport. He described performing with prominent musicians during his career and said his primary aim is to "bring a little joy into people's lives." He also named multiple band members and volunteers who helped with his Hall of Fame induction.
The proclamation and Papovich’s remarks were presented before the council moved on to the evening’s ordinances and other business. The council recessed the recognition of the fire/EMS presentation to later in the meeting.
