West Fork City amends occupational-licensing rules, approves CK Civil Engineering and tables Verizon contract

West Fork City council voted unanimously to amend the municipal code’s occupational-license provisions and to adopt related procedural changes.
The City Attorney explained the ordinance updates: when an ordinance lacks a specific penalty it falls back on the general penalty allowed by state law; the update raises that general penalty level and clarifies that businesses outside the city but within the city's planning area may request a business license (and will be subject to fire inspection). The ordinance also creates a formal application, allows delegated staff or an appointee of the mayor to process licenses instead of relying only on the city clerk, and clarifies daily-penalty language for noncompliance.
Council approved the ordinance on a roll-call vote with all members recorded as yes. Council also approved, by unanimous vote, CK Civil Engineering as the city’s new engineering firm of record following an RFQ process and cited improved pricing from the new firm.
On a separate contracting matter, staff reported Verizon had proposed an upfront payment (about $4,000) and an increase in the monthly fee from $600 to $750. Because the paperwork sent to the city did not yet reflect agreed changes, council moved and voted to table action on the Verizon contract until the finalized documents are received at a future meeting.
What happens next: the occupational-license ordinance changes are effective as adopted; staff will implement the application process and inspection coordination. The CK Civil Engineering contract will proceed per staff direction. The Verizon contract remains tabled until staff bring back the finalized paperwork.
