The presenter (identified on the agenda as Ms. Monk) summarized the consolidated budget at $261.9 million and explained the fund‑accounting duplications that result in a net actual budget of approximately $199.3 million. The general fund was listed at $82.9 million. The proposal includes no millage‑rate increase from the prior year.
Capital investments proposed for FY2027 total about $27.2 million, concentrated in public works (roads, drainage and sidewalks) and public safety (vehicle replacements and facility work). The presenter said the budget proposal includes 10 recommended full‑time positions and two part‑time positions (requests received were higher than recommended) and a 2.5% cost‑of‑living adjustment for general employees and continued public‑safety step increases.
On SPLOST 2022, staff said collections began April 2023 and continue through March 2029; the program is tracking above the original $170 million estimate and the county will track any projects above that as "tier two plus." Staff also said they plan to advance $8.2 million from capital funds into the SPLOST fund this year to start some tier two projects.
The board opened a one‑hour public hearing limited to five minutes per speaker and received no public commenters; the public hearing was closed. A motion to adjourn was made and seconded and the chair called for those in favor; the meeting was adjourned. The county plans to adopt the budget at a special called meeting on June 25, with the fiscal year beginning July 1.
