Contractor estimates $20,000 to clear McCrory ditches; council questions work beyond city limits

Contractor Mike Creasey told the McCrory City Council that clearing three ditch stretches — from Mad Butcher to the Mill ditch, Centoco to East Raney, and East Raney to the creek on Pecan Orchard — would cost no more than $20,000, but that he could not do the portion behind S&H because of water lines.
"The only place he would not be able to do would be the area behind S&H due to water lines," the contractor told the council as he presented his estimate.
Council member Massanelli asked why the city has been paying to clean ditches that are not within the city limits. Mayor Jackson said he was not sure why the city has paid for that work historically and said he would bring the question to the Quorum Court meeting to determine why the city has been funding those cleanups.
The council voted in favor of the ditch‑cleaning work as presented. Mayor Jackson and staff did not provide a map or ordinance in the minutes clarifying the legal or budgetary basis for cleaning ditches outside city limits; the mayor said he would seek clarification from the county body.
