Monticello EDA reviews TIF pre-application from Seat Cover Solutions for 55,000-square-foot warehouse

The Monticello Economic Development Authority on May 13 reviewed a Tax Increment Financing (TIF) pre-application from Ironbridge Holdings, LLC on behalf of Seat Cover Solutions (SCS) for a proposed 55,000-square-foot industrial warehouse in Otter Creek Business Park.

Executive Director Jim Thares said the packet submitted to the EDA included a TIF pre-application, a final application packet, financial projections and a preliminary bank letter of commitment. Thares described the requested public assistance as a land write-down with the EDA receiving increment payments over a nine-year period and noted state funding programs in the submission, including Minnesota DEED's Minnesota Investment Fund (MIF) and the JCF Grant Program.

Grant Pawlak, chief executive officer and co-owner of Seat Cover Solutions, told the EDA he began installing vehicle seat covers five years ago while in high school and that SCS has evolved into an e-commerce business that imports its higher-end products from China and India and ships orders from a local warehouse in Otsego. "We have compounded sales growth over the prior five years and need a larger facility to meet demand and distribution needs," Pawlak said.

Pawlak said the proposed building would be 55,000 square feet with the potential to expand to 110,000 square feet; about 4,000 square feet would be office space and the remaining roughly 51,000 square feet would be warehouse and processing. He estimated the operation would base about 42 to 52 employees at the facility and plans to bring previously outsourced positions in-house and to introduce additional vehicle products such as floor mats and airbags.

Thares described the proposed 11.60-acre site in Otter Creek Business Park (including an identified Nevada parcel) and outlined typical receiving and shipping cycles, dock configuration and truck types. Pawlak raised concerns about soil conditions at the site and requested the EDA investigate through additional soil borings before he would enter into a Preliminary Development Agreement; he also noted that concrete wall panels have an approximate six-month order timeline and said the company’s target completion for the facility is Spring 2027.

Thares said the TIF and state funding review cycles are likely to extend into late August or September and that the submittal timeline generally aligns with the land platting schedule. Angela Schumann, staff, confirmed alignment between the funding review and platting timeline. Members concurred that the development and TIF funding proposal should continue moving forward, with an initial TIF kickoff targeted for the EDA meeting on June 10, 2026.

The workshop adjourned by consensus at 5:56 p.m. The EDA is scheduled to consider next steps on June 10, 2026; no formal TIF approval or vote occurred at the May 13 workshop.
