Monticello EDA approves preliminary development agreement for Ironbridge warehouse, OKs soil borings

The Monticello Economic Development Authority on May 13 approved a Preliminary Development Agreement (PDA) with Ironbridge Holdings, LLC (operating as Seat Cover Solutions, LLC) for a proposed 55,000‑square‑foot warehouse and distribution facility in Otter Creek Business Park and authorized geotechnical soil borings for the site.
Executive Director Jim Thares told the EDA that discussions with the developer and business have advanced to the point of a PDA, which lays out due‑diligence responsibilities for each party. The proposal includes an estimated $7.85 million private investment, creation of 21 new full‑time equivalent positions and relocation of 17 existing positions to the new facility. Staff said the PDA aims to complete identified tasks in roughly 75–90 days, after which the parties would pursue establishment of an Economic Development TIF district and a Contract for Private Development, including a land sale-transfer to the developer if the project proceeds.
EDA members expressed general enthusiasm for the first proposed new building in Otter Creek Business Park in more than 15 years. The authority adopted Resolution 2026‑09 approving the PDA unanimously, 6‑0.
Separately, the EDA approved a soil‑boring and geotechnical analysis contract with ITT, Inc. for $6,630 to evaluate subsurface conditions on the westernmost lots of Otter Creek Business Park. Staff indicated that if additional borings are needed on adjacent sites they will return to the EDA for further authorization and that fees for the borings would be recouped through proceeds from a future development TIF if the project advances.
Both actions passed by a unanimous 6‑0 vote.
Next steps spelled out in staff remarks include completing PDA due diligence within the 75–90 day window, establishing a TIF district if appropriate, and negotiating a contract for private development and land transfer.
