Votes at a glance: council approves nuisance resolution, mosquito-control contract and sales-tax bond ordinance

The West Memphis City Council approved several formal actions at its March 20, 2025 meeting.
Resolution R1: The council approved a resolution certifying the condemnation and removal of houses and other residential structures deemed nuisances within the city limits; the council adopted the resolution after a minor amendment to an owner address and assigned it resolution number 2318.
Ordinance O1 (mosquito control): Council approved an ordinance waiving competitive bidding for aerial and ground mosquito spraying and control efforts. The council noted the vendor has worked with the city for years and that pricing is comparable to prior years; the ordinance was assigned number 2696.
Ordinance O2 (sales-and-use tax bonds): Council approved, on third reading, an ordinance authorizing issuance of sales-and-use tax bonds, pledging 0.75% sales-and-use tax to repay principal and interest, and approved the emergency clause by roll call. Bond counsel stated the bonds were sold the day prior and that the city expects to close on April 30; roll-call votes recorded nine affirmative votes and no negative votes.
Procedural notes: Several items were suspended to expedite second and third readings; the council recessed briefly so bond documents could be signed and then reconvened to finish the meeting.
