Ron Brown, Special Magistrate for Code Enforcement, found that evidence presented by Harold Bartelli supported continuing violations at 322 Madison Street and authorized the City to place an official lien for unpaid fines totaling $5,250.
Bartelli said earlier hearings prompted some repairs but that paint deterioration affecting more than 10% of the surface remained and the property had not been registered in the city’s vacant/blighted-structure registry (Orange Data). He said the owners had not responded to certified notice for the current hearing. Bartelli confirmed that replacement of missing wood had been completed after the prior hearing and that fines tied to that violation had stopped, but two violations remained: deteriorating paint and failure to register the property.
Brown concluded there was substantial competent evidence of the continuing violations and entered an order authorizing the city to record a lien in Putnam County for $5,250; fines continue to accrue at $25 per unresolved violation per day until satisfaction or compliance. The magistrate noted registration is required for vacant or unoccupied properties so emergency-contact information is available to the city and emergency services.
