EDA reviews housing rehabilitation outreach and industrial prospects; SCS raises soil concerns at Otter Creek site

The Monticello EDA heard staff updates April 22 on a Housing Rehabilitation funding program, outreach plans and several industrial prospects, and discussed site-specific constraints at Otter Creek Business Park.
Executive Director Jim Thares said staff will release application materials and informational brochures for the Housing Rehabilitation program in the coming weeks and that Tyler Bevier will present program information at the Senior Center in late June. Staff plans targeted outreach through church leaders, the Monticello Help Center, and local health and social-service partners; brochures will also be available at City Hall and during building inspections.
Thares reported three notable industrial prospects — Projects Firefly, SCS-55-30 and CM-60-50 — and said SCS leaders expressed concern about soil conditions at a proposed Otter Creek site. Staff noted historical aerial photos suggesting the area may have been a former gravel pit and that confidence in reclamation is low. Thares said a stormwater drainage pipe recently installed through the site may need rerouting to allow optimal development.
Staff advised that soil borings and land-plat costs would be detailed in a Preliminary Development Agreement (PDA) and that such costs could potentially be recovered through future TIF increment funding. The EDA expressed consensus to bring an item to cover soil-boring costs to a future meeting and to introduce the SCS prospect at the May 13 EDA workshop for further consideration.
Tammy Omdal also provided an informational overview of lease revenue bonds as a potential financing tool for a proposed Public Works facility; no action was requested. The EDA appointed Commissioner Hali Sittig to the Downtown Small Area Plan steering committee; the committee's first meeting is scheduled for May 14.
