Select Board allows brush and leaves at Transfer Station during spring cleanup; approves community events and administrative warrant placements

The Andover Select Board voted April 21 to temporarily allow brush and leaves to be taken to the Transfer Station during Spring Cleanup while the town negotiates a longer-term hauling arrangement with a licensed stump dump operator.

Board members debated a prior pause in service and noted that a person identified only as "Mark" had begun accepting materials. Justin Thacker moved to permit brush and leaves during spring cleanup to buy time for an agreement with contractor Swasey; the motion carried. The board directed staff to pursue a cost and hauling agreement with Swasey and to return with a plan by May 17.

On community events, the board approved a motion to host the Summer Concert series on the Town Common; organizers were warned the gazebo will need maintenance work before the season. The board also approved an Andover Historical Society request for $2,000 with a plan to solicit Town Meeting feedback on developing a policy to cap town funding for nonprofits.

The meeting included administrative decisions to add articles to the warrant to move the Treasurer and the Town Clerk/Registrar/Tax Collector positions to hourly pay for 2027, and a 3% select-board pay increase article. The board discussed an alternate stipend model for Select Board members to be presented as a separate warrant article.
