Select Board approves Wage and Financial Warrants, chooses LRAP option to pay COMSAT and offset loan

Treasurer Amber Cooper presented four options for using the LRAP allocation and explained impacts on tax assessment and loan balances. Chair Brian Mills moved, and Justin Thacker seconded, a motion to pay COMSAT $10,715.58 and apply the remaining $8,448.42 toward the First National loan allocation (described in the meeting as Option 3); the motion carried.
The board also voted to approve Wage Warrant #43 for $4,352.32 and payments to vendors including Archies Inc. ($1,064.00), IPS - Firehouse ($13,600 and $18,080), and Secretary of State ($4,065.48), and to pay the remainder of Financial Warrant #43 for a total noted in the transcript of $38,124.49. The motions were moved and seconded and recorded as carried; the transcript does not list individual roll-call tallies for these votes.
Treasurer Cooper emphasized the difficulty of projecting payroll-related costs (MainePERS, EPL, payroll taxes) after a heavy winter and asked for more precise gross-pay figures to avoid budget overruns. The board discussed using a 40-hour baseline and the challenge of estimating overtime related to winter plowing.
The board’s motion on LRAP directs staff to execute the COMSAT payment and apply the remaining balance as voted; Treasurer Cooper will implement the direction and update accounting records ahead of the Town Meeting materials.
