The Andover Select Board on April 14 approved a series of payroll and vendor payments and discussed options for a recently matured FEMA Bond Anticipation Note (BAN). The board approved Wage Warrant #42 for $4,611.14 and multiple payments in Financial Warrant #42, including an $8,201.30 payment to the Andover Water District and a $323,833.02 payoff to Androscoggin Bank to retire a FEMA BAN that had been set to mature in November.
Treasurer Amber Cooper said paying the BAN now “will clear up what we owe Andro Bank” and could reduce the need to convert the note to a loan; the board discussed whether funds could also be applied to two road projects or to a First National bond. Additional payments approved included CN Brown ($3,660.99), MMA workers’ compensation ($2,378.40) and a $2,244.00 payment to Brian Phelps for equipment and setup; the remaining portion of the warrant totaled $343,595.28 and was carried.
The board also discussed the Andover Water District’s billing formula — which Brian Mills said is set by the PUC — and whether the town has representation at the district’s annual meeting, noting that district users vote at that meeting. No formal change to representation was made at the April 14 meeting.
