Andover Select Board votes to migrate town finance system to TRIO Web

The Andover Select Board voted March 31 to transition the town’s financial software from the aging SEQUEL system to the hosted TRIO Web service.
At the meeting Amber Cooper summarized two replacement options: buying and maintaining a local server and software or contracting with TRIO for hosted services. Select Board member Frederick Detheridge said the hardware-only option would require a bare-minimum capital outlay — ‘‘about $7,000 for hardware’’ — while TRIO’s hosted option carried an upfront quote of $6,995 including a $1,000 discount and an estimated $3,000 annual hosting fee. Cooper said the town would not need to make any payment until the end of 2026.
Chair Brian Mills said the board will treat the one-time cost as a capital item and build the annual fee into the town office budget. The board voted to approve moving to TRIO Web; the motion carried.
The board noted SEQUEL is at end of life and that other towns are also transitioning this year. Staff said TRIO would host and maintain the system if the town selects the hosted plan; the board did not yet authorize a specific appropriation amount beyond agreeing to include the expense in next year’s budget.
Next steps include inviting TRIO back to answer additional questions in April and placing the one-time migration cost and recurring hosting fee into the proposed 2027 budget planning process.
